The initiative urges governments worldwide to negotiate an international political agreement by the end of 2026 to establish binding limits so that AI systems never cross certain lines, such as impersonating humans, self-replication, and autonomous action without oversight. Proponents argue voluntary guidelines aren't enough to prevent potentially irreversible risks.
