A modest "national service draft" proposal

A significant portion of the "military system" consists of "non-combatants". If we were to start a "national service draft" that was specifically restricted to "non-combatant" service, the effective size of our "combat" military would greatly increase.
1) Each "member" would be required to pass thru an abbreviated "boot camp" to learn military protocol and discipline.
2) There would be no convoluted "draft board system" with a candy-a** exemption system.
3) x% of those reaching age 18 would be subject to consideration for service. (Chosen by a lottery style system)
4) All of those "accepted" from the pool would be eligible for pay grades E1 thru E4 and be required to serve for a
minimum of three years with an option to "renew" for three to nine years. (Renewals would allow pay grades up to E7).
5) Each year of service up to three would provide a tax free stipend of $10,000.
-- Those who chose to renew would receive an additional $5,000 per year of service tax free stipend.
These people would fill administrative and support positions based on their ability.
The draft level would probably be something less than 1% of the eligible 18 year olds per year.
Exemption from service would only be granted because of serious extreme personal hardship.
